The aim of this systematic literature review was to gather and summarise all peer-reviewed and grey literature published about determinants of Human Papillomavirus (HPV) vaccine hesitancy in Europe.

It is astonishing that a safe, effective, and widely accessible cancer-preventing vaccine is not being widely used! This begs the question-- why is the US not aggressively vaccinating its young men when we know that following the 2018 guidelines would lead to a 62-82% reduction disease burden, and a 22-27% reduction in cancers in males within 30 years?

The JCVI recommends implementation of vaccine programmes based on the issue of cost-effectiveness within the publiclyfunded NHS setting. Until July 2018, the main argument for not offering the vaccine to boys was that high uptake in girls (approximately 88% since 2008) confers significant herd protection to unvaccinated boys, and that offering vaccine to boys was therefore cost-ineffective. However, the argument not to have a gender-neutral programme is flawed several-fold.

HPV vaccine uptake remains below national goals in the US, driven in part by parental uncertainty about the vaccine fueled by negative stories on social media and other information platforms. To identify opportunities for mobilizing parents to increase HPV vaccination uptake, the National HPV Vaccination Roundtable and Vaccinate Adolescents Against Cancers program convened two national meetings in 2016 at the American Cancer Society.

The HPV Prevention and Control Board has organized four technical and country meetings where international and local experts exchanged lessons learnt and experiences in order to strengthen countries’ efforts to secure HPV prevention and control.
